The executive council is comprised of the heads of National Regulatory Institutions(NRIs) of the EAC countries. The position of the chairperson is held in rotation and its main function is to exercise supervisory control over the performance and affairs of the Secretariat.

The Council meetings are held twice a year but may hold any other meetings when necessary.
